Kazakhstan plans to export petroleum products after 2030. Now the export of many of them is prohibited.

In Kazakhstan, the situation on the fuel and lubricants market has become better than in 2023, Energy Minister Almasadam Satkaliyev said at a government meeting. After 2030, when the expansion of production at refineries (refineries) is completed, it is planned to export petroleum products to neighboring countries.

"There are plans to increase the production of petroleum products by expanding refineries. The implementation of these projects will make it possible to meet the growing demand of the domestic market for fuels and lubricants by 100%, as well as export petroleum products to neighboring countries," Satkaliyev said.

The head of the Ministry of Energy recalled that the capacity of the Aktau bitumen plant is expected to grow from 1 to 1.5 million tons by 2025, the Shymkent refinery – from 6 to 12 million tons by 2030; the Atyrau Refinery – from 5.5 to 6.7 million tons by 2027, as well as the Pavlodar Refinery – from 5.5 to 8 million tons by 2030.

In January-April, Kazakhstani plants processed 5.9 million tons of oil, which is 5.4% more than the same period last year. In the first four months of 2024, 4.28 million tons of petroleum products were produced, which is 6% less year-on-year. Satkaliev explained the decrease in the production of petroleum products, in particular, fuel oil, by the priority production of bitumen.

Currently, according to the Minister of Energy, the total reserves of diesel fuel at refineries, oil depots and tracks have been increased to 612 thousand tons or 38 days, Ai-92 gasoline – 352 thousand tons or 30 days, Ai-95 gasoline – 86 thousand tons or 30 days. It is clarified that stocks are replenished as fuel is produced and applications from the regions are submitted. In addition, the production of light petroleum products has been increased from 85 to 87% due to an increase in the depth of oil refining.

Kazakhstan's Condensate refinery received permission to export Ai-92 gasoline in the amount of 12.1 tons in May this year. At the same time, three main refineries (Atyrau, Pavlodar and Shymkent) did not receive export quotas for gasoline in the May schedule, the Russian edition of Moscowtimes reported with reference to Reuters.

Kazakhstan has a ban on the export of light petroleum products, gas oil and bitumen by rail outside the customs territory of the EAEU until the end of 2024, and in tankers – until October 2024.

Kazakhstan has extended the ban on the export of gasoline, diesel fuel and other petroleum products by road several times in order to avoid fuel shortages within the country. The cost of fuel and lubricants in the republic has historically been significantly lower than in neighboring countries (Russia, Kyrgyzstan and Uzbekistan), which stimulates the growth of consumption by transit vehicles, as well as the export of fuel according to gray schemes. In particular, the Ministry of Energy reported that transit heavy trucks were exported from Kazakhstan in large volumes of fuel installed in addition to regular tanks.

In January last year, the ban on the export of gasoline, diesel fuel and other types of petroleum products by motor vehicles from the republic, which was supposed to expire on January 12, 2023, was extended for another six months. At the same time, the right to export petroleum products from Kazakhstan in cans of up to 20 liters was excluded from the current version of the order.
