The pre-feasibility study of the Shymkent Refinery expansion project will be studied at a meeting of the State Commission for Economic Modernization.

The project "Expansion of the Shymkent Refinery from 6 to 12 million tons per year" is being implemented in accordance with paragraph 53 "Providing the domestic market with basic types of petroleum products by increasing refining volumes" of the Action Plan for the implementation of the election program of the President of the Republic of Kazakhstan "Fair Kazakhstan – for everyone and for everyone. Now and forever." The project is also included in the list of at least 15 major projects aimed at creating clusters of high redistribution in priority areas in accordance with the Address of the Head of State dated September 1, 2023. Currently, the Shymkent Refinery is preparing a pre-feasibility study in terms of the configuration of the technological scheme of the plant and measures of state support, including tax and customs preferences. The results of the pre-TEO will be submitted to the meeting of the State Commission on Economic Modernization. Thus, the interdepartmental working group of the Ministries of Energy, National Economy, Ecology and Natural Resources, Foreign Affairs, Industry and Construction, trade and integration, Finance and JSC NC KazMunaiGas will finalize a draft intergovernmental agreement to attract potential investors, taking into account state support measures, the applicability of international design standards, provision of raw materials, pricing of petroleum products, financing and counter-obligations of potential investors. It is expected that a joint decision by the investor on the implementation of the Project is expected by September 2024 based on the results of the preparation of the pre-feasibility study.
