Khasenov was born in 1983. He graduated from KazNTU and the University of International Business.

Since March 2024, he has been the General Director of JSC RD KazMunaiGas.
Laureate of the State Prize of the Republic of Kazakhstan in the field of science and technology named after al-Farabi.
