Western Kazakhstan is being considered as the primary site for a new refinery, but the final decision will depend on economic and technological factors.
According to the Ministry of Energy, Western Kazakhstan has been chosen as a preliminary site for the new plant. However, the final decision on the construction and location of the oil refinery will be influenced by the transport electrification, energy consumption and the country's export capabilities.
The decision on the development of the feasibility study and design and estimate documentation will be made step by step and no later than 2028-2030.
Construction and commissioning are planned for the period up to 2040. The capacity will be at least 10 million tons per year.
In addition, in order to increase the production of fuel and lubricants, within the framework of the draft concept for the development of the industry from 2024 to 2032, the processing capacities of the Shymkent, Pavlodar and Atyrau oil refineries, as well as the Aktau bitumen plant, will be expanded by 50%. Thus, the country will produce 28 million tons of oil products (instead of 18 million tons now).
From 2040 to 2050, the quality of fuels and lubricants will increase from the current eco-standard K4 to K5+. This is necessary as part of the strategy to achieve carbon neutrality in the country by 2060. At the same time, due to the improvement of this factor, it will be possible to export combustible materials to the markets of Central, South and Southwest Asia.
